Dr Miftahul Islam Barbaruah

Dr Barbaruah is an entrepreneur and veterinarian development worker with twenty-five years of experience. Following his graduation in Veterinary Science and Animal Husbandry from Assam Agricultural University, he has attended postgraduate and executive programs at prestigious schools like Tezpur University (MBA), Asian Institute of Management, Manila (Master in Development Management); Indian Institute of Management –Calcutta (EDP on Managerial Excellence), National Institute of Rural Development (EDP on Livestock Enterprise Management), etc. He has also attended many short courses and certifications supported by The World Organization for Animal Health (WOAH), The World Bank Group, the European Commission for the Control of Foot-and-Mouth Disease ( EuFMD ), the National Programme on Technology Enhanced Learning (NPTEL) etc. Dr. Barbaruah was nominated for expert training related to the WOAH Performance of Veterinary Services (PVS) Pathway and Capacity building of Veterinary Paraprofessionals (VPPs).

He is known for his unique expertise in livestock sector-related development planning, project management, advocacy, capacity building, and animal disease risk management. Dr Barbaruah is an ‘integrator’ (in contrast to a generalist and specialist) who understands multiple specialities and how they impact each other. His focus is to excel in fostering collaboration between various stakeholders who may not be accustomed to working together, like the government, private sector, and civil society. His research and development works are distinctive and integrate veterinary science with social science for sustainable development. His contributions as of 2024 include 16 reports, 7 conference papers, 2 journal papers, 18 articles, two posters, three manuals and 24 invited talks.

During his career spanning 25 years, Dr Barbaruah played a crucial role in implementing various animal health and livestock development-related projects funded by organizations like the United Nations Conference on Trade and Development (UNCTAD), IFC-SEDF of the World Bank Group, International Livestock Research Institute (ILRI), FAO of UN, Global Alliance for Livestock Veterinary Medicine (GALVmed). Agriculture Skill Council of India (ASCI), Department of Animal Husbandry and Veterinary of Government of Assam, etc.

Dr.Barbaruah have contributed to many organization including WOAH – The World Organization for Animal Health ( As a member of an Adhoc expert group related to veterinary para-professionals ), EuFMD ( As VPP consultant), FAO- India ( as Principal Consultant for Livestock Study Project in Mizoram), LEGS-The Livestock Emergency Guidelines and Standards ( As consultant ), Ministry of Agriculture, Government of India (As a consultant for Monitoring of National Agricultural Development Program ), Department of Animal Husbandry and Veterinary, Government of Assam ( As Member of various expert committees ), International Livestock Research Institute ( as Consultant ), The Brooke Hospital for Animals ( As Consultant Advocacy for Animal Health Service Provision issues ), Confederation of Indian Industries ( As a member of Assam state council ), National Innovation Foundation –India ( As Consultant – Scouting and Business Development ), American Soybean Association ( As Consultant – Feed Team ), etc.

Besides his professional work as a trained veterinarian, Dr Barbaruah is also contributing as an Industry Mentor under the Ministry of Education, Government of India’s ambitious program, “Capacity Building on Design and Entrepreneurship.” The program aims to enable higher educational institutions (HEIs) in India to produce more NextGen technology leaders and entrepreneurs. As a mentor serving Tezpur University, he facilitates generative conversations on design thinking and entrepreneurship among select faculty and student teams, scaling up their innovative ideas through stage-wise hand-holding support. Jointly with stakeholders, including industry partners, he supports the university in developing action plans for pedagogical changes that facilitate practical immersion, reflection, and learning.

Dr Barbaruah received the Indian Association for the Advancement of Veterinary Research (IAAVR)award-2002 in Veterinary Information Technology for his pioneering entrepreneurial venture of Vet Helpline India Pvt Ltd. On World Veterinary Day 2022, the Indian Veterinary Association conferred on him the Best Veterinarian Award for the state of Assam
